1. Purpose and scope

This policy describes the principles and processes by which evidence of training, experience and credentials possessed by a FACEM Training Program trainee may be assessed for the purpose of transitioning from the 2022 FACEM Training Program into the ACEM Associateship in Foundational Emergency Medicine Training Program (FEMTP), Associateship in Intermediate Emergency Medicine Training Program (IEMTP), or Associateship in Advanced Emergency Medicine Training Program (AEMTP).

 

2. Explanation of terms

2.1 Recognition of prior learning

Recognition of Prior Learning (RPL) refers to the acceptance and assessment of evidence of relevant knowledge, skills and competencies attained though experience or education and training in another medical education program or jurisdiction (Committee of Presidents of Medical Colleges, 2009).

RPL may be available to trainees wishing to enter the FEMTP, IEMTP or AEMTP for evidence of knowledge, skills and competencies obtained from experience or training gained while undertaking the FACEM Training Program.

An RPL assessment process assesses evidence of an individual's equivalent competencies as articulated in the ACEM Curriculum Framework against the FEMTP/IEMTP/AEMTP Curriculum Document.

 

3. Principles for assessment

Validity

The evidence of knowledge, skills and other competencies should be relevant to the FEMTP, IEMTP or AEMTP for which recognition is being sought. Validity of the knowledge, skills and other competencies is assessed through alignment of the FACEM Training Program learning outcomes with those in the FEMTP/IEMTP/AEMTP Curriculum Document, and consideration of content, level of training and clinical/medical experience.

Authenticity

The evidence of knowledge, skills and other competencies must clearly be those of the trainee and the information supplied must be true and accurate.

Timeliness

Applications for RPL must be received prior to commencement in the FEMTP, IEMTP or AEMTP, taken from the date of the commencement of the initial training term undertaken.

Maximum RPL

The maximum RPL available for the FACEM Training Program is dependent on the evidence supplied by the trainee, in conjunction with data in College records, and the provisions of this policy.

Trainee

an individual enrolled in an ACEM training program and, for the purposes of this policy, undertaking College requirements for the purpose of attaining eligibility for election to Fellowship of the College.

Currency

The applicant must have not withdrawn from the FACEM Training Program more than five (5) years prior to the date of application. An outcome of RPL for the FEMTP, IEMTP or AEMTP will be valid for 60 days after the outcome is communicated to the applicant. A trainee that does not enrol within 60 days of receipt of an outcome will be required to submit a new application for assessment.

 

4. Application for RPL

An application for RPL must be made in writing on the appropriate form and be accompanied by all required information and supporting documentation.

An application submitted under this policy must address the following:

(a)  A clear indication of the FEMTP, IEMTP or AEMTP to which the trainee is applying to transition.

(b)  A statement of evidence (defined as assessment data) from the trainee providing details of the assessment(s) and/or training requirements completed and for which the RPL is being sought.

(c)   An Associateship in Foundational Emergency Medicine Training Program Procedural Checklist, Associateship in Intermediate Emergency Medicine Training Program Procedural Checklist, or an Associateship in Advanced Emergency Medicine Training Program Procedural Checklist (as applicable) signed off by the trainee’s current ACEM Director of Emergency Medicine Training (DEMT) that confirms the trainee’s ability to perform specific procedures as outlined in the checklist.

(d)  Any additional documentation or information that may be specifically required by the relevant ACEM Committee, or delegate.

(e)  Confirmation that the training for which RPL is sought was satisfactorily completed and formally accredited towards the requirements to be met by the trainee in the FACEM Training Program.

If any required supporting documentation cannot be provided at the time the application form is submitted or if further documentation is required then such documentation must be received by the College within four (4) weeks of the date of the request by ACEM to the trainee.

 

5. When RPL will not be granted

The circumstances in which applications for RPL will not be considered include, but are not limited to, the following:

(a)  The application is incomplete (e.g., supporting documentation is not provided).

(b)  The application is not made within the prescribed timeframes outlined in this policy.

(c)   The trainee has fees due for payment to ACEM.

 

6. Assessment of applications for RPL

6.1 Assessment Process:

Assessment of RPL applications will be endorsed by the approved COE delegate/s.

 

7. RPL by cohort

To simplify the transition of trainees from the FACEM Training Program to the FEMTP, IEMTP or AEMTP, trainees are categorised into five (5) transition cohorts for the purposes of approving RPL.

        Cohort 1

For this policy, Cohort 1 refers to a trainee who:

  1. has not successfully met the standard required by 12 FTE months core ED requirements of Training Stage 1.

        Cohort 2

For this policy, Cohort 2 refers to a trainee who:

  1. has successfully met the standard required by 12 months FTE core ED requirements of Training Stage 1 as verified by the trainee’s most recent Trainee Progression Review Panel outcome, with or without the Primary Examinations; or
  2. has not successfully met the standard required by 12 FTE core ED requirements of Training Stage 2, as verified by the Trainee Progression Review Panel outcome.

        Cohort 3

For this policy, Cohort 3 refers to a trainee who:

  1. has successfully met the standard required by 12 months FTE core ED requirements of Training Stage 2, as verified by the trainee’s most recent Trainee Progression Review Panel outcome.
  2. has not successfully met the standard required by 12 FTE core ED requirements of Training Stage 3, as verified by the Trainee Progression Review Panel outcome with or without the Fellowship Written Examination.

        Cohort 4

For this policy, Cohort 4 refers to a trainee who:

  1. has successfully met the standard required by 12 months FTE core ED requirements of Training Stage 3, as verified by the trainee’s most recent Trainee Progression Review Panel outcome, with or without the Fellowship Written Examination.
  2. has not successfully met the standard required by 12 FTE core ED requirements of Training Stage 4, as verified by the Trainee Progression Review Panel outcome.

        Cohort 5

For this policy, Cohort 5 refers to a trainee who:

  1. with or without the Fellowship Clinical, has successfully met the standard required by 12 FTE months of Training Stage 4, as verified by the trainee’s most recent Trainee Progression Review Panel outcome.

  1. Procedural Sedation
  2. Lumbar Puncture
  3. RSI & ventilator setup
  4. Major Joint or Fracture reduction

 

 

Not eligible for RPL:

  1. Bag valve mask (unless Trainee Progression Review Panel has assessed successful completion of an Anaesthetics placement, then eligible for credit)
  2. Non-invasive ventilation

  7. Renal/Endocrine/metabolic

Trainee record as evidence of independently competent:

8- 10. 3 high complexity presentations

11 Obstetrics and Gynecological

12 Multi-trauma

8.  Payment of fees

There is no fee to submit an application for RPL under this policy.

An enrolment fee is payable upon enrolment in the relevant FEMTP, IEMTP or AEMTP to complete outstanding requirements.
